• Supervising and ensuring the proper implementation of all research and technology activities, as well as the operations of the institution’s libraries and information banks, in accordance with relevant approvals, regulations, and bylaws;
• Planning and policy-making aimed at enhancing and expanding scientific and international collaborations;
• Prioritizing innovation within theoretical domains and applied research aligned with the country’s needs;
• Developing, strengthening, and guiding approved research projects, with emphasis on targeted applied research grounded in the national development vision documents and the Comprehensive Scientific Map of the country;
• Monitoring and overseeing the institution’s research processes based on the timelines specified in the approved research and project proposals;
• Conducting necessary studies on the evaluation of research activities and preparing the institution’s annual research performance assessment for submission to the President of the institution;
• Establishing the required communication with domestic and international institutions to facilitate cooperation in research activities and the exchange of scientific services;
• Collaborating in the provision of scientific, cultural, and social services, organizing academic seminars and conferences, and managing all research and service contract activities between the institution and other organizations;
• Assisting in the implementation of short-term research training programs for non-academic institutions;
• Planning for the utilization of sabbatical and study opportunities—both domestic and international, including those in seminary and university research centers—by faculty members in accordance with approved regulations;
• Preparing the institution’s research program, defining goals, and determining research priorities within medium- and long-term plans, as well as supporting the establishment of incubators, entrepreneurship centers, and science and technology parks for presentation to the institution’s Specialized Research Council;
• Reviewing and evaluating the institution’s activities within the framework of national growth and development programs, based on the objectives of the national vision document, development plans, and the Comprehensive Scientific Map in the field of higher education, for submission to the Executive Board;
• Identifying and defining joint scientific–research themes and programs, and planning for the provision of resources and allocation of necessary funding to facilitate scientific–research collaboration between seminary and university institutions, thereby creating an enabling environment for the development of Islamic-based knowledge and relevant humanities fields aligned with the institution’s academic mission
